Douglas A. La Rocca is the Chief Appraiser for Property Sciences. He has over 10
years experience providing valuation and feasibility analysis for various property
types including single-family, office, retail, industrial and special use properties.
His areas of expertise include self-storage facilities, residential and commercial
subdivisions, lodging and hospitality properties, and religious facilities. Mr.
La Rocca has also lectured on a vast array of real estate topics and is an accomplished
public speaker.
Mr. La Rocca holds the Certified General Real Estate Appraiser License for California
and Arizona as well as a California Real Estate Broker’s License. His education
includes a Bachelor’s Degree in Psychology and advanced degrees in theology and
philosophy. Mr. La Rocca is working towards attaining his MAI designation.

Russell (Leang) Tiv is the Vice President and Southern California Manager of the
Commercial Division for Property Sciences. Since joining the firm in 1998, Mr. Tiv
has held a variety of positions in northern and southern California. His current
responsibilities include management, supervision and review of the southern California
commercial appraisal team, most of whom he hired and trained. He works closely with
large financial institutions and investors to monitor markets, update portfolio
risks and execute acquisition and disposition strategies. He has extensive experience
analyzing land, subdivisions and master planned communities.
Mr. Tiv holds the Certified General Real Estate Appraiser License for California
and Nevada. His education includes a Bachelor’s Degree in Architecture with a minor
in City and Regional Planning from the University of California at Berkeley. He
is currently an Associate Member of the Appraisal Institute and is working towards
attaining his MAI designation.

Bernard Duer is the Vice President of the Commercial Division for Property Sciences.
He has over 20 years of experience performing appraisals and consulting assignments
including valuation and feasibility analysis on a variety of property types, such
as office, industrial and retail facilities with emphasis on special use properties
including marinas and wineries. Mr. Duer has extensive experience in agricultural
valuations including row crop and permanent plantings. He manages the research and
data resources of the firm and serves as the Chief Review Appraiser for appraisals
performed by companies outside of Property Sciences.
Mr. Duer holds the State of California Certified General Real Estate Appraiser License.
His education includes a Master’s Degree in Geography from Columbia University with
an emphasis in economic market research and statistical methods applied toward location
analysis. He is currently an Associate Member of the Appraisal Institute.

Dean Huynh is the Vice President of Appraisal Services for Property Sciences. He
is actively involved in both the Residential and Commercial Divisions. His appraisal
experience includes a variety of complex property types including valuations of
subdivisions, lodging properties and condominium developments. Mr. Huynh also serves
in a managerial capacity and is the company’s project manager of special assets
portfolios, pension fund projects and product development. His background includes
roles in IT development and project design specifications.
Mr. Huynh holds the Certified General Real Estate Appraiser License for California.
His education includes a Bachelor’s Degree in Economics with a Programming Specialization
from the University of California at Los Angeles.

Justin Eichman is the Managing Director of the Commercial Division for Property
Sciences. Since joining the firm in 2001, Mr. Eichman has valued a multitude of
property types including, retail, office, multi-family, industrial, residential
subdivisions and land. His experience also includes partial interests, special use
properties, and consulting assignments. His specialties include proposed projects,
subdivisions and land within various stages of the entitlement process. In addition
to completing appraisal assignments, Mr. Eichman has training, review and final
signing responsibility for many complex risk assignments.
Mr. Eichman holds the State of California Certified General Real Estate Appraiser
License. His education includes a Bachelor’s Degree in Architecture and a Master’s
of Business Administration (MBA) degree with an emphasis in Finance from California
Polytechnic State University in San Luis Obispo.

Luis R. Lorca is a Senior Analyst within the Commercial Division of Property Sciences.
Since joining the firm in 2001, Mr. Lorca has appraised all property types including

housing, nursing homes, restaurants, residential subdivisions, car wash and service
station facilities, and agricultural land. His experience also includes partial
interests, easement valuation and portfolio assignments. Most recently his practice
has been focused on business valuations and litigation support.

Broker’s License for the State of California. His education includes a Bachelor’s
Degree in International Business from the University of San Francisco and a Master’s
of Business Administration (MBA) degree from St. Mary’s College. He is working towards
